Naturally, the Japanese government cannot ignore the existence of these superhumans and establishes an organization under the Ministry of Health and Welfare - the Overpopulation Research Laboratory, a.k.a. the Superhuman Bureau. Not really great, but I don't watch enough magical girls to find it boring. The best part was the art style; the worst was the plot, which got really confusing during the flashback(?) section.
